I'd say it's the fault of the system more than the fault of the users. Yes, the users are probably incorrect in their action. But also the system sets neither limits not expectations.
As always, Q&A engine is very bad fit for Meta.

@Starship No, it's not. The bug was fixed, which solved the issue. It wasn't rendered obsolete by the system moving on. We don't close all bugs that have been fixed as not reproducible. Once it has a status tag, then closing as "no longer reproducible" is not an appropriate action; the close reason is for bugs and FRs that have become obsolete without being fixed or otherwise addressed. Bugs and FRs with status tags are not considered "pending" anymore, and so closing them does nothing useful.
