I think that the 20 rep limit is good, as you need to contribute to the site otherwise, it just becomes another chat app like discord. Full of scammers, spammers, and people who should not be there.

As my friends and family have discovered to my chagrin, I'm pretty good at solving general computer problems. When I turn to Super User for help solving a problem of my own, therefore, it usually means I've ruled out all the obvious possible solutions as well as several of the more non-intuitive ...
I'd say it's the fault of the system more than the fault of the users. Yes, the users are probably incorrect in their action. But also the system sets neither limits not expectations.
@Starship No, it's not. The bug was fixed, which solved the issue. It wasn't rendered obsolete by the system moving on. We don't close all bugs that have been fixed as not reproducible. Once it has a status tag, then closing as "no longer reproducible" is not an appropriate action; the close reason is for bugs and FRs that have become obsolete without being fixed or otherwise addressed. Bugs and FRs with status tags are not considered "pending" anymore, and so closing them does nothing useful.
@Mithical No. The bug was fixed, yes. But, more relevantly, this is no longer expected behaviour, ie. "changes to the system...have rendered" that question obsolete
